Fiscal Year 2014 State Budget

JDI is advocating to restore, stabilize and establish parity of funding for sexual and domestic violence services in Massachusetts. Several line items are still nearly 14% below FY2009 levels. In spite of partial restoration to these line items over the past few years, JDI's members struggle to provide the most basic services for victims of sexual and domestic violence. In addition, proposed changes to the rate structure for domestic violence residential services do not cover the actual cost of providing these services.
The programs and services supported by these line items have shown that they save and rebuild lives. Service demands have increased even while public and private funding has gone down. Without advocacy, support and services, survivors of sexual and domestic violence face greater challenges maintaining a safety and stability for themselves and their children; struggle to maintain stable employment and education; and face longer term adverse health outcomes. Criminal justice proceedings are much more likely to be successful when the victim of the crime is safe, supported, and healing. These programs also save money, reducing long term costs to local communities and the state, through prevention programs and advocacy.
The continuing economic crisis has created an environment of scarce resources for the safety net for survivors of sexual and domestic violence. We recognize that the Commonwealth has faced several years of untenable budget cuts. The Governor's and Legislature’s commitment to survivors and the local programs that provide support and services to them has made a difference.
JDI's budget request includes the following:
DPH 4513-1130: Sexual assault, RISE, GLBT, BIP and Prevention services
DCF 4800-1400: Support services for people at risk of domestic violence
DPH 4510-8100: Sexual Assault Nurse Examiner (SANE) and pedi-SANE
