General Nature of the Position:
Oversees all aspects of the implementation of the organization’s mission, strategic plan and overall functions of the organization.

Reports to: Board of Directors.

Qualifications:
Commitment to ending sexual violence and exploitation.
Bachelor’s degree with five years supervisory experience in related field (Master’s degree preferred).
Skills in fiscal management, administration, and program management.
Strong leadership in public policy.
Knowledge of the work of Rape Crisis Programs (RCPs) and their funding needs.
Ability to communicate and advocate effectively within state and national networks.

Experience in anti-oppression work or advocacy in sexual assault/violence prevention. Experience in maintaining and strengthening a multi-cultural organization.

Specific Duties: Specific responsibilities include, but are not limited to:
• Lead NYSCASA as a coalition of Rape Crisis Programs (RCPs) and individuals concerned with creating social change to eliminate sexual violence
• Advocate with NYS governmental and service leaders for the most effective means of helping the people of NYS to live free from all forms of sexual violence.
• Supervise management team responsible for direction of all NYSCASA programs.
• Develop new program policies and research new initiatives related to NYSCASA’s mission.
• Work with the Board regarding strategic planning.
• Develop and manage the annual budget.
• Seek out and write proposals for funding.

The Opportunity
Rape Crisis Services of Greater Lowell, Inc. (RCSGL) is seeking an Executive Director to lead its Mission and expand outreach, education and client services throughout the Greater Lowell communities. The Executive Director is the Chief Executive Officer of RCSGL, a non profit agency dedicated to eradicating sexual violence. Reporting directly to the President of the Board of Directors, the Executive Director will collaboratively lead and manage the operation and serve as the primary spokesperson for the organization.

RCSGL is currently located at 144 Merrimack Street, Suite 304 in downtown Lowell, Massachusetts. Lowell maintains the amenities of a larger city but prides itself on its small-town feeling. Neighbors know neighbors. People say hello to one another. Twelve energetic neighborhood associations create and share programs for cultural and social enrichment. And while many cities struggle with their ethnic and cultural diversity, in Lowell it is a source of strength. The Mission:

Rape Crisis Services of Greater Lowell, Inc. (RCSGL) is dedicated to the healing and empowerment of survivors of rape and sexual assault through counseling, advocacy, and education. RCSGL is committed to creating an environment that is not racist, sexist, classist or homophobic, and where sexual violence and other forms of oppression are eradicated. RCSGL has a 30 year history serving the communities of Acton, Dracut, Tewksbury, Billerica, Groton, Westford, Boxborough, Dunstable, Tyngsboro, Carlisle, Littleton, Wilmington, Chelmsford, Pepperell and Lowell, MA. The agency is funded through State contracts, private foundation grants, fundraising, and individual donors, as well as corporate donations.

Strategic Requirements:
Work collaboratively with the Board and Staff to promote the organization and oversee the development and implementation of marketing plans, PR, advertising and special events to raise community awareness and support.

Support the Board in effective ways that strengthen its capacity to govern and raise funds. Work with the Board President on Board Recruitment, engagement, strategic planning and policies that ensure results consistent with the mission of the organization. Coordinate and attend all Board meetings and certain committee meetings as needs are determined by committees.

Lead and implement fund-raising plans and other financial development initiatives to achieve goals as set forth by the Board. Provide management and direction on seeking and soliciting new funding sources.

Promote and coordinate collaborations with other social service agencies, medical and educational institutions, the Department of Public Health Community Health Network, and other community coalitions and task forces. A liaison with the statewide sexual assault coalition.

Promote the agency and its work through media and public relations events. Develop effective relationships with the media, handling calls and developing press releases. Serve as the primary spokesperson for the agency as a recognized leader for its mission.

Develop effective relationships with Legislative and Law Enforcement officials that strengthen advocacy efforts, education and public awareness.

Effectively lead the financial and operational management of the agency. Create the annual budget in collaboration with the Board Treasurer and Finance Committee. Manage the agency’s budget accounts and all fiscal reporting to the Board of Directors, the Commonwealth and other funding sources. Ensure proper fiscal reporting, accounting and controls in accordance with the guidelines of funding sources and sound accounting practices.

Work with the departmental directors to prepare and oversee contracts (including those with the Commonwealth of MA and City of Lowell).

Develop effective marketing campaigns and special events; Work with and assist the Board and Staff in coordinating fundraising events.

Manage and lead a staff of committed professionals. Provide the right balance of leadership and collaboration.

Retain/hire required staff levels adequate to support the agency’s mission. Establish work plans, performance goals and staff development. Lead effective team building activities and approaches. Implement best practice Human Resource policies and programs.

Complete Rape Crisis Counselor Training and ensure consistent high quality training program systems are in place for volunteers and staff. Participate in the coverage of after-hours crisis hotline.

The Ideal Candidate Background:

• Previous experience with human services and sexual assault or domestic violence services.
• A demonstrated commitment to social change and the fight against sexual violence.
• Effective organizational management skills and experience in the non-profit sector with a track record of results.
• Program development experience.
• Good public speaking and general communication skills, both verbal and written.
• A strong and proven record in fundraising and grant writing is a plus, as well as a proactive and imaginative attitude when researching ways to fund the agency’s activities.
• Strong marketing and PR skills and abilities.
• Solid financial management skills.
• Experienced with Board development and developing and sustaining effective relationships Staff, Volunteers and Community stakeholders.
• Marked success building Networks and contacts in the sexual assault arena.
• Marked success building a supportive community network through positive relationships with other non-profit organizations, community leaders, politicians, the media, etc. Familiarity with the Greater Lowell community is desired.
• Experience, participating in public relations events including live television and radio interviews.

• BA/BS, Masters degree and/or LICSW or equivalent preferred.

Director of Residential Services - New Hope, Inc. (Posted on 05/06/2010)

New Hope is seeking a full-time (35 hours/week) Director of Residential Services to oversee the operations of two emergency shelters and a five-apartment Transitional Living Program. The Director of Residential Services reports directly to the VP of Operations and is responsible for the overall management of all residential programs and 24-hour emergency hotline.

Responsibilities:

· Oversee the operations both shelters, including scheduling, staffing, on call, and program development and implementation.

· Manage all facilities upkeep, regular maintenance and repair.

· Facilitate weekly casework meetings and provide regular administrative and programmatic supervision to all shelter staff, interns and volunteers. Supervision will be through individual and group meetings and role modeling direct service provision to clients to insure that clients’ needs are being met.

· Assign and supervise the maintenance of all shelter programs’ documentation including client data and all reports required by all funding sources.

· Participate in the development and management of grants and state contracts to support these services, including preparation of on-going monitoring reports.

· Assure programmatic consistency between shelters and with the Counseling Department through regular staff meetings and coordination with the Director of Counseling Services.

· Work closely with other Directors, insuring consistency among services provided and teaming to meet program goals.

· Coordinate community outreach and awareness activities, in collaboration with other Directors.

· Represent agency at various local, regional, statewide, and coalition meetings.

· Participate in program on-call responsibilities, and be available to staff for assistance in handling problem situations.

· Provide shift coverage at shelter when necessary.

· Oversee the operations of the New Start Transitional Living Program (TLP), including supervision of the Director of New Start.

· Facilitate multi-disciplinary TLP team meetings.

DUTIES: Under the supervision of the Rape Crisis Center Director, the Prevention Coordinator’s responsibilities include the following:

§ Develop and design sexual assault and relationship violence prevention tools (ie- curriculum, awareness campaigns, videos etc);

§ Develop marketing strategy for new fee for service education and training program;

§ Deliver fee for service trainings on sexual violence and relationship violence;

QUALIFICATIONS:

· Self starter with a strong ability to work both independently and within a team;

Case Manager Position - The Second Step (Posted on 5/7/2010)

The women who enter our program have already successfully taken the first step away from domestic violence; we provide and connect them with a broad range of services/referrals including transitional housing, job training and placement, legal services, parenting support, and psychological counseling.

Residential Services Coordinator

Background:
The Second Step (TSS) seeks to break the cycle of domestic violence, one family at a time, by providing services to individuals and families that enable them to remain free from abusive relationships and live successful lives. Those individuals and families who enter our program have successfully taken the first step away from domestic violence. TSS provides support and advocacy services to connect them with a broad range of services/referrals, including education and employment training, permanent housing search, mental health & addiction services, legal services, parenting support and community advocacy support.
Primary Objectives: The Residential Services Coordinator is responsible for establishing and maintaining a supportive residential environment for survivors and their children to move forward in their lives. The residence typically houses 8 families at a time. The Residential Services Coordinator is responsible for implementing advocacy services within the philosophical framework of the agency including trauma-informed; strength based and empowering practice.
The Residential Services Coordinator position can be divided into seven areas: intake, case management, community building, supervision, documentation, agency linkages and projects.

Intake:
The Residential Services Coordinator collaborates with other staff to maintain full census in the house including conducting interviews and orienting women upon arrival.

Case management:
Responsibilities include developing service plans with residents that address a variety of needs such as medical, legal, educational, employment, benefits, mental health; work closely with other residential staff to assist the individuals and families in obtaining their goals; actively engage in networking with community service providers to locate programs and resources that support families. The Residential Services Coordinator also participates in an On-Call rotation.
Community building: The Residential Services Coordinator works closely with all staff to create a nurturing, supportive environment that facilitates families to build resilience and develop beyond the trauma. This involves setting expectations and implementing policies, practices and systems that sustain safety and growth. A piece of this is monitoring the environment for breaches to psychological and/or physical safety and intervening appropriately. As part of this, the Residential Services Coordinator facilitates a community meeting for residents once a week in the evening.
Supervision: The Residential Services Coordinator supervises Evening staff and is expected to have regular contact with them individually and as a group. As decided with the Residential Director, the Residential Services Coordinator may also be responsible for the supervision of interns and volunteers.
Documentation: The Residential Services Coordinator is expected to keep case records current, maintain outcome data, track services, submit routine reports for funding agencies and correspond with internal and external contacts.

Projects:
On occasion, the Residential Services Coordinator will be requested to participate in agency projects, including the coordination of the annual Holiday Celebration.
Agency Linkages: To ensure collaborative & effective services, the Residential Services Coordinator works directly with the Child and Family Service Coordinator, the Housing Coordinator and the Afterschool team. The Residential Services Coordinator is also responsible for communicating with the Facilities Manager and the House Manger regarding the physical property in regards to necessary repairs, overall maintenance and the preparation of rooms for incoming families. Other linkages include volunteers, community based staff, development staff and community based service providers.

Additional Qualifications:
Candidates should have 2-3 years experience, working with survivors of domestic violence/trauma and or homeless individuals. It is helpful to have a background working with substance use/abuse issue and mental health issues. While a Master's degree is preferred, life and employment experience are considered valuable assets. Applicants must be comfortable operating as a team member in a multi-cultural, residential setting. A successful candidate will be flexible, have a sense of humor, and be committed to serving families that are determined to move beyond domestic violence. Emergency Shelter Guest Advocate - Dove, Inc. (Posistion Posted on 4/16/2010)

Emergency Shelter Guest Advocates provide crisis prevention/ intervention, intakes, safety planning, emotional support, advocacy and basic needs to shelter guests and hotline callers. Emergency Shelter Guest Advocates report to the Emergency Shelter Coordinator.

Responsibilities include:
• Answer business and hotline telephones. Respond to crisis calls with appropriate intervention. Provide referrals and complete intake process with callers seeking emergency shelter.
• Work in conjunction with other staff to coordinate provision services and resources to meet guests' needs.
• Greet new guests and orient them to shelter and program. Prepare guest rooms and offer resources and support.
• Ensure the shelter is welcoming, responsive and supportive of the experiences and needs of all guests.
• Provide appropriate referrals to community services and provide information on the use of these services.
• Provide crisis prevention/intervention and supportive listening to guests and callers.
• Ensure the safety and security of guests by appropriately monitoring the activities in the shelter, performing safety checks and reporting all problems or concerns appropriately in a timely manner.
• Maintain accurate and complete forms and documentation as required by agency and funders.
• Coordinate and involve guests in the daily maintenance and cleanliness of the shelter.
• Distribute supplies and resources. Assist in the upkeep of food pantry, linen supply area, and clothing donations room. Sort and store donations.
• Attend and participate in regularly scheduled individual supervision, monthly staff meetings and ongoing professional development, staff meetings and trainings.
• Staff is expected to be awake and alert at all times.
• Other duties as assigned.

Requirements:
• Bachelor's degree in social work or related field required or 3-5 years experience working in a residential setting.
• Bilingual (Portuguese, Spanish, Mandarin, Cantonese and English) preferred.
• The ability and desire to work with diverse populations including non-English speaking families, the LGBT community, and individuals with histories of substance abuse and/or mental health challenges.
• Demonstrated crisis intervention, problem solving and conflict resolution skills.
• Knowledge of child protection services and the criminal justice system.

DOVE, Inc. (Domestic Violence Ended) was founded in 1978 by a Violence Against Women Task Force of the Quincy Mayor’s Commission on the Status of Women. Over the past 30+ years, DOVE, Inc. has grown into a multi-service organization providing crisis intervention, supportive counseling services, adult and teen dating violence hotlines, emergency shelter, legal advocacy, community outreach and education, and children’s programming for survivors who have been abused, emotionally, physically and/or sexually and their children. DOVE, Inc., the only domestic violence shelter on the South Shore, serves women and children from all of Massachusetts and occasionally from out of state.

The Family Services Advocate is part of DOVE’s team of advocates responsible for the coordination of services for individual and families receiving services through DOVE’s Emergency shelter program and our Community-based Services Program. Through internal and external collaboration, the Family Services Advocate works with survivors and their children to ensure the family’s needs are met. The Family Services Advocate directly provides crisis intervention, comprehensive risk/safety assessments and planning, individual domestic violence counseling, individual and family case management, and systems advocacy. The Family Services Advocate also participates in the on-call rotation. This position reports to the Director of Programs and Services.

Responsibilities include:
• Provide emotional support, advocacy and case management to assigned guests residing in the shelter and clients receiving services through community-based services.
• Complete Individual/Family Needs Assessment with each assigned client entering the shelter or community-based program.
• Complete Comprehensive Parent Interviews/Child Intakes for each assigned child entering the shelter.
• Coordinate internal and external services options for client families.
• Work collaboratively with victim service providers, child protection services, and other service providers to ensure coordination of services for clients.

Domestic Violence Intervention Project Advocate - NELCWIT (Posted on 1/14/2010)

· Carry a beeper and cell phone and respond to calls from participating DVIP police departments.

Senior Policy Analyst - The Massachusetts Budget and Policy Center(MassBudget) (Posted on 1/05/2010)

The Massachusetts Budget and Policy Center (MassBudget) provides independent research and analysis of the state budget and tax policies, as well as economic issues, with a focus on how these affect low- and middle-income people in our state. MassBudget seeks to hire a Senior Policy Analyst with strong quantitative and analytic skills, excellent writing and management skills, and the ability to communicate information effectively to diverse audiences. A strong background in public education issues is preferable.

Responsibilities
• Managing MassBudget research projects including working with policy analysts on the research and writing of MassBudget’s reports, budget briefs and fact sheets.
• Working with policy analysts to analyze state budget proposals as they move through the legislative process, paying particular attention to specific program areas, and tracking differences between the proposals. Tasks include contributing to and managing the research and writing of MassBudget’s Budget Monitor, an analysis of budget and revenue proposals that is written for and distributed to a diverse audience of individuals and groups around the state.
• Working with policy analysts to research and analyze the distribution of ARRA funds (the federal recovery act) to Massachusetts and their effect on low- and middle-income families. Managing the research and writing of ARRA updates.
• Researching and writing reports that involve longer-term analyses of spending and revenue in the state budget including historical spending trends, tax policy and budget priorities, out-year budget projections, interstate comparisons, in-depth examinations of specific issues (specifically pertaining to public education) and scrutiny of the budget process itself, including assessments of budget and revenue transparency.
• Providing education and training on budget and other state fiscal issues to organizations around Massachusetts including briefings and other presentations.
• Serving as a resource to answer questions from active citizens, coalitions, elected officials and journalists providing credible, timely information on budget and other state fiscal issues.
• Working with grassroots groups, non-profits and similar organizations to educate their members about the state budget.

Qualifications
• Excellent quantitative and analytic skills: attention to detail and accuracy in data analysis; proficiency with Excel and other PC-based software for conducting quantitative analysis.
• Strong written and oral communication skills.
• Experience in policy analysis and a familiarity with budget issues and data sources.
• Ability to translate complex data into non-technical terms for a wide variety of audiences.
• Management experience.
• Knowledge of public school budget and financing in Massachusetts.
• Graduate degree in public policy or comparable experience.

DOVE, Inc. (DOmestic Violence Ended) was founded in 1978 by the Violence Against Women Task Force of the Quincy Mayor’s Commission on the Status of Women. We are a multi-service agency providing an 18-bed emergency shelter and an Outreach and Family Services Center to victims and survivors of domestic violence and their children.

DOVE, Inc. is looking to hire a second legal advocate to work approximately 20 hours per week. The position typically runs for a one year cycle starting in May and ending in April. DOVE, Inc. is currently looking to hire a legal advocate to complete the remainder of this year’s cycle starting in January 2010 and ending in April 2010. This candidate will be given preference for the hiring cycle of May 2010 to April 2011. This person will work under the supervision of the Legal Advocacy Program Coordinator, but will have the opportunity to work independently.

The purpose of the Legal Advocacy Program is to enable victims and survivors of domestic violence to make informed legal choices, and to support them in improving their capacity to self-advocate. The Legal Advocate offers legal education, referrals, and court accompaniment to residents of DOVE, Inc.’s emergency shelter and its outreach
clientele. More specifically, the Legal Advocate assists clients in filing restraining orders and motions for probate and family matters; and helps to identify pro bono or reduced fee legal representation in civil matters.
